Nah, most promo codes are for new accounts or the first month. Renewal discounts are usually separate, if they even have them.

I've used both for Node.js. GearHost is solid, maybe not as many bells and whistles as Heroku out of the box but definitely more budget-friendly. Deployment is pretty similar.
